That was not implemented yet and is going to be aimed at players that you sign for your team that are 6 Lvs higher then suggested. And that is the dumbest rule I have ever heard of... When you go uncapped isnt that what it should mean? If you can recruit that high of players and get them signed thats a great thing. There is also suppose to be a penalty for having to many players from the same agent on a team for those players.

It only affects their VP and XP. It will NOT affect their attributes other than that. Like Shane said, I am not sure its even implemented.
