The problem with the old system was nobody wanted the gutted Pro and AAA league teams because no one would sign with the team because it either was 0-16 or was going to be 0-16, then it would get regulated one tier down, and again not enough players to be worth a shit would sign, again going 0-16 or if you were lucky enough to have another gutted team in the conference, 1-15. Now the owner has had the team 2 seasons, 1000 flex worth for what? Ass kicking after ass kicking? They paid their money too, so don't use that as your crutch. It would take 4 seasons to move down to BBB, at which time those teams would be higher in level and then you start getting the excuse, 'your team is too low in the chain'
I know first hand how much work it took to try and field a gutted team in AAA:

We tried for nearly 2 seasons, trading for players, paying max cash for one season deals, we'd get some 'pity' signings but not a lot. We finally gave up and sold everyone off (who wasn't a lot, mostly inactives team would trade us once the agent signed on for the day never to be seen again) and started with level 1's in a AAA league and have slowly but surely got our asses handed to us week in and week out working our why down to BBB where we might have a chance.
The current system is a shit pot better than the old system.
