if you stay in this league long enough you'll eventually win it...
someday..Well quite the contrary VJ - according to Bort:

I just uploaded the current version of the defensive play creator that I am testing out for later use, so everyone can check it out and see what's up, make suggestions, etc. Keep in mind that it is currently not active for games, and it is subject to later updates, so don't get too attached to any plays you happen to create because they may be wiped out later.
Secondly, I wanted to make everyone aware of the following update for next season:
We will be treating veteran XP kinda similarly to fame next season in regards to signing outside the suggested levels for the league you play in. If you sign as an FA or get traded at too high of a level, you'll receive reduced VXP, up to and including zero points if you're way over. No effect on normal XP, though. This is to encourage veteran players to find their way to more level appropriate leagues during the FA process, and perhaps help bolster some of the floundering upper tier teams who need help with some higher level talent.
So, keep an eye on those suggested levels on the "Leagues" page. Meaning Players on a team outside the "suggested" levels will not receive any VA points, thus closing the gap between builds. A team like Yellowknife, or Hogwarts that are just about at the level of the top tier teams could overcome that difference easily with the boost of VA's while a higher level team that isn't promoted will be at a pretty big disadvantage.
