Dont you think that the VA's are just to correct for players taking longer to level and the higher cost to improving them?
Player over L40 can earn a max XP of 2400 per season.
For your 5 SP's you can ususally get 1 point in your primary and 1 point in a secondary.
How much better will your player be if you raise speed from 65 to 66?
It think Bort blew it with the double penalties for higher level players and the Veteran Abilities allow the good builds to differentiate themselves better from the bad builds.

As far those who built studs from the get go, your guys just get studlier. A 1% increase of a studs attributes are worth more than a 1% attribute increase of Joe the Plumber. If you got to natural 75, that's a 0.75 increase for you while the guy at a natural 60 gets a 0.6 increase. Factor that by 10 (2/3 the max) and you got 7.5 free SPs at a 4:1 cost (value = 30 SPs) while the lower guy gets his 6 SPs at a 3:1 cost (value = 18 SPs).
Does it allow you to correct? Sure but it helps those who don't need correction even more.
