Most of the teams that were here last season have completely finished off their stadiums. So the answer is like a 10 or 15 way tie for first. I imagine a few of the orginal AA teams might be there as well, I dont think the A teams have physically had enough time though even if they have had the cash.

Dogs have all but the 300 done, it wasn't a cash issue, you just can't build them until the section below is done...
