A similar phenomenon happened in Africa A #1 (and, to a lesser extent, A #2) last season. There were two "slow-build" teams, but everyone else was there to play.

Those are the teams you need to watch for. Once they distribute their SP they will dominate.

No doubt, this is a helluva league. The competition has been stout. For all of those who have handed us loses, which has been plenty, we are adding you to the "Get Revenge" list.
