I would think that the vast majority of the better teams pay for equip upgrades

The Barbary Coast Pirates will be paying for all their players' equipment upgrades.

For my USA AA1 team, I've already made sure every player on the team has their level 32 upgrades.

Not quite the mula to dish out yet. But, for the most part I do try to take care of my guys.
