I think it's a foregone conclusion that Tombstone will be one of the top seeds in the West come playoff time. However, once all teams have boosted and matured to their final playoff levels, the seeding wont matter nearly as much as it does in other leagues. Upsets will happen, this is Gold after all. But for now, Tombstone is the odds on favorite.
