Look at it this way. Assume a new CEO was appointed to lead a tennis ball company decided "We need to close the Scranton factory"...why would the lesser executives be allowed a whole lot of time to "consider" whether they agreed with that recommendation?
They'd close the Scranton factory. That's how "chain of command" works.
