Effectively, lower stats. Corndog has said that Chemistry is a bonus. Us players look at it as a hit when you're not at 100. Essentially, they are the same thing.
Player stats are calculated as follows (as far as we know but pretty good assumptions)
Base stats - these are the base stats of every player that you CAN'T see. Example: a HB can complete a pass because they have a base stat in passing. Bort has mentioned adjusting base stats before so this seems correct.
Player skill values - these are the skill values you see. They are added (or something) to base stats.
Chemistry - this is a bonus to your players stats.
SAs, Weather, etc. - other things that effect stat values.
So it's quite possible, perhaps even likely, that a normal player at 100% chemistry on a medium contract has higher stats (after all of the above) versus a S* player on a low contract.
The Chemistry bonus(hit) seems significant. It's why QBs with low Chem in Rookie had a lot more handoff fumbles than later in the season when they got to full Chem. (This was dealt with awhile ago but indicative of the issue.)
Is it enough to completely outweigh the higher caps on S*? We don't know. But you're paying 150% more per player to get 25% more SPs and then gimping yourself on a Low contract.
Perhaps it'll work. But from my experience, I'm forecasting a train wreck.
