haha yyyea that would be the point... you tackle the other team in their end zone get two points then they have to choose one of those options to give the ball back to you... the whole point is to punish the team dumb enough to have a saftey scored against them and by the other team getting two points then the ball back in good feild positions leads to a possible 10 points (with the 2-point conversion). So I guess the whole point of this is, I guess you've never seen a saftey at any level of a football competition to see that what this person posted is correct.
And by the way this is definately not something I think that should top the to-do list as far as fixing things but still a good idea.

but in our league this season a team lost because of the safety it screwed them, they didnt get the ball back and it effected the outcome of the game.

Ontopic i think this is indeed not a mayor isue but it is something that afects game since scoring a safty without getting the ball back and getting a good field position opertunity is pointless. ( might be better off without them then )
