iPhone5 on AT&T question

When I send my fiancee long texts which require two parts (she has one of the smaller Samsung Galaxy phones on T-Mobile) it sends the second half first (thus creating a confusing text).

She doesn't have this trouble with others, just me. Any setting on either phone to change this?

if you call the county clerk at the magistrate court traffic division and run your name/dob will an outstanding ticket show up on their computer along with previously resolved citations?
