What would be some of those requirements? People would be bitching all day long about how someone else made it in over them. You can't use statistics at all because:
a) there's such huge disparity between leagues and even teams within leagues that it becomes irrelevant.
b) the SIM changes so rapidly that some builds become wildly ineffective.
c) players may have been stuck on poor teams that destroys their stats.

I'm working on it, but stats and league would play a part. I'm mulling around ideas like a minimum amount of seasons played (eight), a requirement for the league played and how many seasons they must have played in that league (ex. 'a player must have played no less then three seasons in a AAA or Pro League throughout their career'), and working on individual trophy requirements and etc. I just started working on the ideas, it's going to be a few days before I get any kind of real suggestion out.
The sim is going to change, everyone will be effected, every position is effected and all the players at those nerfed positions will be effected, it happens. Powerbacks will dominate the Hall for RB's, but that's what the sim gives us and that's what we vote on.
A player may have been on a bad team, and I feel for them, but Joey Harrington isn't going to be a Hall of Fame player because he was on a terrible Detroit team. Being stuck on a bad team isn't an excuse and won't help you into a Hall of Fame.

Maybe you could "weight" stats by assigning relative strengths to the AAA and Pro leagues, based upon scrimmage games between teams in each respective league. I think that any stats accrued outside of a AAA or Pro league should be completely meaningless in terms of HoF consideration. I also think that any stats obtained versus gutted teams shouldn't be considered. It might be hard to decide where to draw the line between a "real" team and a "gutted" team though.
I just think it will instill a poor mentality in players. You'll have CBs going on power tackling to reduce tackling numbers and potentially increase FF. Like you mentioned before, people will complain all the time to get more carries and targets.

It already happens that players do that, but it will also take L40's out of the BBB's because you have to be a Pro/AAA to get a chance. And if they act like idiots demanding the ball, owners won't sign them, they'll be forced to lower leagues and they won't get the HoF consideration... So, double edged sword.
And CB's won't go for power tackling, CB's are always weighted on INT's, PD's, and more coverage stats. For CB's Bort needs to add a new set of statistics to track how they do in Man Coverage. Targets, Catches and Yards Allowed, etc.
