It might be possible to have 9 at lvl 29. Doubtful but possible. I have 9 for a lvl 31 player.

But it's irrelevant because that doesn't add much... and I'm sure someone with that shitty of a build did not put them all into speed. He probably has 1 VP in 9 different things.
