Yes, because it is that very slow, but innevitable, no-no-no-no!
There's been a few times where I've been on the anti-locks and you can just feel them go dead because there's nothing to catch on, but the car is still moving forward towards the bumper of the next car, or worse, an intersection.
I've only ever tapped someone's bumper once (we got out, saw there was no damage, exchanged numbers in case we found something, left the scene), but there's been a few close calls where I'm sure I was only an inch or less from hitting.
