I would say Chile has a pretty solid argument for league #6

You could probably use the rookie tourney as a barometer. In the Elite 8 there are 2 teams from leagues 2, 5 and 7 and one team from 3 and 6.

Chile is solid tough any way you look at it.

The Tourney is a very good gauge of the best team. Don't know about the toughest league though.

That's why I'm getting at. You can't say that league 2 has 2 teams so they must be one of the best. It's pretty tough to figure out who the best league is though unless you really have some time on your hands and can look at all the inter league match-ups. Just because a team is playing a stretch of games against the top teams in their league doesn't necessarily mean they have a tough league either.

It would be nice to have a better way to judge talent between leagues.
