Realistically how hard would it be to hit the minimum requirements through recruitment? By design, there will always be gutting or demoting. Back in the day, the big complaint was gutting. That seems to have calmed down a bit, now its demoting. However, every season teams are moved up while players are retiring. There is limited supply of upper level players, so eventually, some of the promoting teams have to go down or go away. Trying to making gutting and demoting impossible or majorly undesirable only makes the end game truly the end, rather than an opportunity to reset and play again.
