Anyway, would you say that playing a SS at OLB would incur a 10% penalty across all stats? Is that a fair assessment?

Less, actually. 46 Bear is essentially moving your SS to be a 4-4 formation in lieu of a MLB coming in and the OLB being kicked out. Therefore the SS is made to be a good LB (all) and has been tested by a few agents saying they have seen amazing results.

3-4 (especially ROLB): Huge
4-3: Probably not too bad
