Whilst recruiting, I've notced that so many OTs are dumping points into tackling. Isn't the tackling skill only for actually tackling players NOT playing tackle?

Some people are easily confused by the word Tackle. Or maybe his QB just threw a lot of picks so there was no point in blocking, just load up for the tackle on the INT. More than likely it was just because there used to be a tackling bar and he liked the pretty colored line in the top right.

Remember, OTs get 0.5 tackling per level. Expect a level 20 to have 20 tackling! That guy, obviously, doesn't get it still.
