Why are rookie teams, same in regular rookie, being bought up by agents that have absolutely no intention of trying to fill them?

Speaking of why: Why was my AAA team that finished fifth moved to AA when there is a CPU team in AAA? Anyone have some special logic that explains this?

As far as buying up rookie teams, are they maybe trying to learn how to make/build Offensive or Defensive Al's?
