We have some teams in each age category with most of the hood players and others with none?

Just set better salary cap bounds and contract requests for higher level players? Just putting it out there?

It is frustrating when you are in a band that has a lack of say FS and you cant bring in a younger guy or pay extra and bring in a declining vet

CPUs are still lame options atm

Well, 1 million years ago, when I was knee high to a grasshopper, GLB used a level based system. People found ways of bypassing it by not being on a team, so they could skip game XP, to cram in extra training per level. This process allowed them to create super powered dots, and was called Super Slow Building. Imagine a L4 dot with an EL of 20.

An age based system was easy to track and enforce.

Yeah but mostly talking about the min age? It stops you bringing up a player 1 day lower then the age bracket who is undoubtedly better than cpu option

I agree. The method was terrible and deserved correcting, but it was the good old days because people loved this game so much that they were creative enough to come up with stuff like this.
