Nothing specific I've ever seen.
We know that % modifiers are the last in the calculation though, and that SAs do flat bonuses and aren't % based.
I would guess that CU is more valuable to a low Carry dot, and NF% would be more valuable to a high Carry dot, and you should see greater returns if you stacked them because the % would modify CU.

My battle was 4 vs 8 Cover Up, at the cost of 12% Not Fumble from CEQ. Would be for a power HB with 90 carrying.
