Currently in the Defensive Playbook you're only allowed to have a single play as a tag. So if you have C2 Buc in your playbook as short, you cant also include it at medium.

Would there be a way to add duplicate plays if they have different tags?

I think overall we need to be given the option for a general 'pass' and 'run' tag. It'd give both the option of playing it more technical with the divided tags, or more general. the whole 'pass/run' thing is too general and ruins the usability of a play especially since it removes any and all chances of the tag giving you the guessing right bonus.
