I think so. They have some kind of "bottom" number too. Something like each HB has a bottom number of 120. (This is why sometimes you read in the change logs that the bottom number was raised) So if your HB has 50 power running, the roll would be between 120 and 170...something like that. And add on SA stuff...and subtract for morale and energy....add for chemistry? I don't know if the "extra" stuff is added after or before the roll.
Anyway...add all those numbers (or subtract) and you get some number....
Bottom line is...you can't stop Holieway!!!
