Have the option to select your new team's starting tier level (Rookie, Soph, JM, Pro, or Vet).

The benefit is there are always too few teams and too many free agents at higher tiers (specifically in JM & Pro). So, you'd have more teams and give these free agents a home.

Lower team Chemistry to start the season would be a drawback. But, is there some reason this wouldn't work?

Interesting. I thought I'd get the opposite reaction. I figured most teams like the challenge of a fresh restart with rookie players and not enough teams would want to start at a higher tier.
