Kinda went overboard on a few attributes… currently training stam \ catching.

What steps should I take to still possibly make him WL material

1st number that really jumped out at me is the low tackling. With only 18 strength and 220 pounds he's going to be a liability in the run game with that low of a tackle number. He should be pretty good in pass coverage easy enough. A little late but I would've swapped out some of that jumping for more vision. Will need 40 Confidence by end. More strength couldn't hurt but time (and SP's) is short. You only have 2 seasons left to finish. I take it you're holding off on CEQ and working on AEQ for now.

Yeah, all AEQ has been bought, on BT grind. Also gonna be buying CEQ b4 1st regular season game

Although, I don't disagree at all with your point of him being a liability in the run game since IN WL running is the meta. However, multiple WL guys who've posted guides/build layouts, etc. Have all posted int end guilds with tackling only being 50-60. With that being said I kept in mind and wanted to cap his tackling at 70. I also plan on finishing confidence/strength at the end of the build anyways as also in the build guides I've seen they all have STR at 30-35

With the use of DvG and other VA's he will be fine tackling. Where he's going to have issues is getting pancaked if the OLine gets to him, also can be combatted with VA's though.

What AEQ is bought already? If 3 AEQ I would hope for 15% Make Tackle, 15% Avoid Fake, 21% Intercept Chance

Stamina to 55+ and Catching to 70+ and this dot could make a WL roster

Bingo.
Stam will be at least 60 at the very end and hopefully going to be able to get catching to at least 70

He'll do ok against speed WR's and TE's and Scatbacks... but when he needs to stop a tank (PHB) he's gonna need a lot more than DvG and others. However, I have the EXACT same issues with building an INT style dot such as you're doing so sometimes you just gotta go for it and devil take the hindmost.

What va’s would help him avoid constantly being a lineman's bitch. I suspect I’d have to sacrifice some of the tackling va’s for these.

Never Give Up is the main one, but honestly if your DC is using the dot only in obvious passing situations or vs passing personnel it shouldn't be much of an issue

This dot probably shouldn't/wouldn't be on the field if a PHB is

This.

As RyanCane said 15% MT, 15% AF, 21% INT and i'd just suggest 35 STR (if possible), 60 STM, 60 TKL (for DvG if possible), 70+ CTC and 40 CON (for OTK if possible).

At the end of the day it mostly comes down to your DC and if he uses him correctly.

100% this baby. And I might catch it a bit for saying this but you might seriously consider Death Grip over DVG. DVG works great for dots that just need a >>>little<<< help in making tackles against bigger, stronger players... however the max bonus % you get is only 15%... and, if you make the tackle using DVG, your morale and energy take a pounding which takes you off the field for longer. Death Grip won't help you make the tackle... but by being dragged along by the ball carrier, it really slows them down and allows the rest of your teammates to come in for the kill. Also helps in triggering Rip The Ball VA if any of them have it. The max % for triggering DG is 45% (much higher than DvG) and comes with no morale/energy penalties. For dots with less than 50 strength, I tend to prefer DG over DvG for that reason. Even WITH a bonus of 15% to help, it might still not be enough to secure the tackle if the skills (O-dot-skills vs D-dot-skills) don't match up well enough. Besides... ya gotta love those 'Beast Mode' Lynch commercials. Excellent view of Death Grip working.

using both is better - +15% from DvG, +15% from AE = +30% - then you have +45% chance of getting dragged if you still miss the tackle

at the end of the day, getting the ball carrier on the ground matters over anything else

Veteran Abilities
Football Genius: 15
David vs Goliath: 15
Long Reach: 15
DeathGrip: 15
Third Down Stopper: 12

This is the VA route I was already planning to go from the get go, what should I change to possibly be able to mix in Never Give up? Or should I just not worry since I'm almost 100% sure a good DC won't let this guy on the field unless it's an obvious pass situation.
