Two part question here...

1- Does Mr Reliable and SureFooted Conflict?

2- If not, would they fire in succession? ie: HB running outside rounds the corner and passes the Los, Reliable fires at LoS and then SF fires to pass all balance checks and increase the chances of a burst of acceleration around/after the HB turns the corner?

I believe it would be #2.

Mr. Reliable did not fire in your example. Surefooted did it all by itself. Bad balance is a drag on acceleration. Perfect balance leads to optimal acceleration for your stats.

Right, but would the increases to balance stack if the two SA's fired in succession is the question. How effective would it be? Or do they conflict and therefore not worth taking together.

I don't believe you can have two active SAs overlap each other at the same time. So when one SA activates, it either replaces the other SA or the other one's duration has ended already.

Regardless, Mr. Reliable only mitigates balance lost from a tackle attempt. It does nothing if the HB is just running around.
