He has only played in 1 real game (ladder) the rest were “pickup games” which won’t count towards XP. Only pickup players specifically gain xp during pickup games.
When he plays ladder or league games he’ll gain xp

When you made him I think you accidentally unchecked the box that says "experienced." All of your players have the same number of games played, but your QB has much less progress, meaning he started at 0, whereas the other players started with a progress handicap. You'll have to retire the QB and remake him, but this time check the "experienced" box (it's below the player name when you create a new player).

Also for future reference - when you buy a team, talk to the players who were on the team before to see how they feel about new ownership and finding new homes. A lot of human players got cut when you bought the Portland Power, but when making cuts generally the process should be:
1. Check cap space
2. Check roster space
3. If you don't have cap/roster space and need to make a cut, try to cut a CPU
4. If you absolutely need to cut a human player, try to give them at least a day of notice
Giving notice is really important because if those players don't get back on a team ASAP, they will lose tier progress, affecting their ability to compete as well as losing the ability to generate a Superstar point for one season.

Yeah, I think it's to cover someone who may move a player between teams during the season at a bad time and end up a game short at the end of the season.
