Its gotta be a way to keep my Power RB from playing KR/PR every pickup game. Why are there even kickoffs in Pickup games anyway

Unfortunately that's the nature of the pickup game, you gotta build pickup players with a lot of conditioning, which kind of ruins the ability to try out a bunch of different stuff with the build.
Would be nice to avoid the situation, but I dunno if removing kickoffs is much an option.

Is there a way to have the sim only pick up 2 backs and then pick up an actual specic return man? Some one with the archtype? Have it select the return man specifically? Our return man on our team is strictly return, except when our star HB with good condition gets tired which isnt often.

It could be interesting if you could like...choose a type of pickup game to play.
Type 1 the teams do nothing but pass. Designed for testing QBs, receivers, pass blocking OL builds, pass rushing builds, and coverage builds. No special teams other than the single kickoff to start each half.
Type 2 would be nothing but run. Designed for testing rushing QBs, RBs, FBs, run blocking OL/WRs/TEs, and run defenders. Again, no STs other than the 1st & 2nd half kickoffs.
Type 3 would be basically what is already being done, only without punts or FGs. It's relatively balanced, for testing players that you want to be good in both the passing game and the running game.
There could be other types, like a screens-only game, or an intentional punt fest for testing punt returners/coverage and actual punters, and then maybe like a FG heavy game where as soon as the offense enters the opponents' ~35 yard line or so they attempt a FG or something. I dunno, just spit balling here.
