I know this is fairly obvious, but I thought I'd point out the reasons for it, even on teams where you might not think it's that important.
Essentially, unless your team is going to be passing 100% of the time, it's a necessity to invest in the skills. You'd be smart to make a minor investment even on a pass-only team in fact.
Think of it like this, if a RB on every passing play was forced to pass block - every running back would invest in some pass blocking skills. It'd be insane not to with how often the interaction comes up. Even if you were super confident the rest of your line could protect the QB and the HB's presence was largely unneeded, just the HB getting blown up every time he attempted to throw a block would be devastating to his morale.
The same is true when a WR is forced to block - which is every run play, but also happens quite often on plays where another WR catches the ball. You don't want to negate the bonus from your team gaining yards to your morale by getting reverse-pancaked when you attempt to throw a block after your teammate catches an underneath pass. The bonus to blocking also helps to make catches from other WRs go further upfield and helps runs gain more traction, all of which helps your morale.
Morale is such a ridiculously heavy weighted stat, that you can't afford to lose it where you can avoid it. Run blocking skills on a WR is a good way to guard against morale loss and ensure you don't hit a spiral that can effectively take you out of the game.
