Do you mean actual skills or SA's?
I know it is only rookie but so far I have had significant impact taking Balance up to 50 right away. It does seem like Pass Block Power also has some relevance again. Which could be nice for using Strong Arm.
Although I hesitate to use Strong Arm as a balanced team because I don't think there is any way I can achieve the kind of Pass Block Power that would be needed to make serious impacts while also getting my RBT and RBP up enough to make the running game work.
The more wrinkles added to player building, the more it is going to be difficult to create well balanced offenses.

In the past you could get away without SP spent in those skills although with no PBT you were subject to Spin Cycle controlling your offensive line.
With Rev Cakes on high it is tough to say where the line is. We haven't seen much of teams with huge influence of Intimidation yet.
