I use to think this cut was all footwork. Now I think it is balance.

Why do you think it is all one or the other, could they both be at play?

This LB look pretty agile and balanced while on defense. After the interception, he could barely walk and fell over after about 5 yards...

That is just straight up balance. Same reason Garbage Truck and The Eraser have been erased as decent backs this season.

If it is a combo of footwork and balance, why do WRs have to invest basically 0 in balance and little in footwork and run like gazelle?

Look at the routes they run on the best passing plays.

WRs and TEs barely make 45 degree turns. HBs make 90+. CBs make 180s all the time.

So you don't need Balance or Footwork as a WR. You keep harping on this but there are plenty of positions that don't invest much into a lot of skills.

Come on now...Blitz LB has 33 balance and he is still falling over while untouched. How much damn balance is needed to not fall over???

Maybe player's "fall over" check is a combo of balance and footwork? He does only have 16 footwork.

They need to turn around and catch the ball. The problem is, they can turn around, "fall over" and still catch the ball. If they make the WR pass a balance/fall over check before catching the ball, that would be great...

33 balance is not a lot... The question is how balance checks work really. Obviously change of direction starts the chain but the kicker might be that balance continues to be checked each tick afterwards and instead of regaining balance, players are failing more and more checks. Same concept that allows Mr Reliable to fire with little awareness. It fires often with little investment due to the volume of checks. This example is obviously the opposite as it is a positive for players that can have it fire regularly whereas the balance checks are detrimental.

They did that already.

I agree that CBs need a lot more, but WRs needs some, lets say if CBs needs 80, WRs should need around 50.

Sadly there are no crazy sideline receptions in GLB, which would be the main area where WRs would need a lot of balance to be able to make the play, and falling off after catch is actually a good thing on GLB unlike in the NFL, so yeah receivers don't need a lot of balance.

Also CBs don't bump the WR here before the route, another situation where the WR would require balance.

Well, then they need to buff the effect. It happens to often still.

The problem I see is HBs lose balance and fall making routing cuts, but WRs don't lose balance making routine cuts needed when running pass routes. This is inconsistent. I do wish they allowed the 5 yard bump by cornerbacks, this could help level the balance playing field.

In my opinion that was done opposite of what is needed. Its in almost universal agreement that passing is OP, and part of the reason passing is OP is receivers fall before DBs can lay a hit on them, so increasing the off balance effect effectively is adding to a problem not solving one.
