Well here is one of the most important positions to try and have a S* at on the team. With that said, you will want to figure out what kind of HB you want for your team? Main options are Speed, Elusive, Power, or Balanced?

No matter what style you choose, overall Conditioning is arguably the most important attribute to Max out. Your HBs Performance, Power, Speed, Carrying, everything is governed by their Conditioning.

Now let's move onto identifying what else will help make our HBs more successful... Now that you know you want to Max conditioning, what are you going to combine it with? Sprinting is arguably the 2nd most important feature to work with, 1 can you beat the opponent to the edge? Can you run away after breaking that single tackler?

Then there's Power Running? We all know that the PREMIUM HB build has been 100 Power, 100 sprinting, 100 conditioning. But what is your HBs plan?

Balance: 35-50
Footwork: 35-40
Quickness: 35-50
Sprinting: 90-100
Conditioning: 98-100
Toughness: 40-90

In my opinion Elusive and Speed backs can be pretty similar. And whatever direction you go doesn't really hurt, but here's my suggestions;
Elusive or Speed;
Carry: 45-70
Elusiveness: 40-80
Carry Awareness: 60-80
Balance: 25-35
Footwork: 45-60
Quickness: 60-90
Sprinting: 95-100
Conditioning: 90-100
Toughness: 35-45
Heart: 35-45

Combo back is probably the most controversial and will have the highest range seperation for suggestion, but that's because it depends on what style of combo you choose;
Combo;
Carry: 60-80
Power: 55-100
Elusive: 40-70
Carry Awareness: 45-80
Balance: 25-35
Footwork: 35-45
Quickness: 40-60
Sprinting: 90-100
Conditioning: 95-100
Toughness: 35-60
Heart: 25-45
Intimidation: minimum-40

Your upper end goals are impossible to reach, even for a S* HB. Carrying awareness should be taken as high to max as possible. Balance is one of the most import attributes regarding this build. The upper end for quickness should be lower-mid level. Intimidation isn't necessary at all.

People neglect balance but they don't realize how important it is to assisting in breaking diving tackles as well as elusive-driven broken tackles.

People only put it on powerbacks, ironically enough it helps them the least.

Balance is literally one of the most important skills in this game. Helps with tackling, staying upright when being tackled, main factor in trying to rack up YAC, etc.

I don't know since when people started to invest into it less, but they'll realize soon enough. Like how people usually only went for power tackling and tackling tech and grip weren't important. Now you see the best tfl LBs take full advantage of those 3 categories (my S* MLB was one for 3 seasons, only thing I'm good at building when it comes to LBs. Can barely blitz and play coverage).

It's because for some reason the balance effect was nerfed in power running so it can seem useless there and the meta kind of pulled it down everywhere else as 'useless' I think it was another one of the half-steps that bort did to try and balance out power running to make it less useful to powerbacks.

But it is super helpful in breaking elusive tackles, and you are absolutely right about what you said.

One thing people don't even realize is that it helps with mobility as well.

balance is not important for rushing. see garbage truck (pfb), the eraser (pb), and dick tracy (eb) for reference.

3 combo backs on GoD, BB and BSB, they have 0 balance, they seem to be doing fine

I'm not a fan of much balance on power backs. They seem to fumble a lot while dragging defenders.

Balance is important is you're using HB screens often, but otherwise it's impact isn't as great as other skills for a comboback. It's not useless though, you just have to weigh the cost benefits depending on the build.

i dunno ive seen plenty of the teams with zero balance backs destroy me with screens.

Balance is useless. Toughness should be very high.
