How do I send out contract offers? I have been to the marketplace and nothing pops up.

to issue an offer to a player not on your team, go to that player and click the 'Recruit' button
to issue contract offers to your entire team, go to the Roster and hit the Renegotiate Contracts button near the top of the page (used at the end of the season, when you're renewing the entire team)
to renegotiate the salary of a specific player already on your team, go to the roster and click the Renegotiate Contracts icon next to that player's salary
