If a HB already has 97 conditioning, would silver in these two skills have some waste, or would conditioning go above 100?

We would love to know for certain but most of us believe that they do. Another huge question is does Power Through have the potential to push Power Running to 115...

We may never know for sure but I'd say it's a safe bet to think they do.

Ya I think it's safe to say they do from the few SA's that have the ability to push a skill and having taken those skills to 100. But it's also hard to judge as energy and morale jump up and down after the first play of the game.
