I'm sure they suck, but

Do they run the same plays every single game?
Are they random as to what the cpu thinks the defense will run and vise versa?
How do they react to user set tactics?

Dont use default playbooks, much better off using your own playbook and tactics and going with trial and error.

Couple of tips:

Pick pass plays with hot routes that hit a certain yard marker you are looking to hit for a conversion (i.e. for "medium" 8 yards or less look for plays with hot routes that will net you 8-10 yards, not 5-7 as that can lead to punts or sacks, etc)

Diversify your play calls in favor of plays you want called more by leaving them at 5 priority and set other plays at 3, 2 or 1 priority

Make sure to keep tactics simple. Do not use crazy mixes of variables between multiple tactics. Look for 50/50 splits or 60/40 or 40/40/20 etc.
