When it comes to the OL, How much effect does or importance are the Confidence, Heart, Snap Reaction when it comes to a Dominant OL? Barring that this OL is on a Balanced offense.

If your offense is good, you can pretty much neglect heart (25-30 baseline would be good though). I've always took most players to 50 snap awareness but I don't know that I've ever seen it proven to be an advantage on these forums.
O Line don't need to be over-complicated. Run/pass tech are the skill to go after, much much more than power. Having the matching physicals for the position is next most important. A guard needs to have better physicals since they do the majority of pulling, tackles don't have to be as fast, but you'll probably want some footwork for pass defense.
Finally, if you are talking about future linemen, I'd strongly suggest the early bloomer trait. With how expensive the tech/power skills are, you'll never hit the caps you want anyways.
