Several things:
1. You're on a CPU team. The CPU teams all run the same (shitty) playbook. A S* player, particularly on Offense, should be on a player controlled team so the play calling can be optimized for his build.
2. Playing time on a lot of teams is controlled by the Depth Chart. However, even with that, playing time is significantly effected by Energy. Energy is directly, but not solely, related to Conditioning. You have 32 Conditioning on your S*. He's a Rookie so I'm not saying that's bad. But there are 2 other HBs on your team, so until he gets really high Conditioning your play count isn't going up.
3. Your Attribute selection isn't an ideal match with your Traits, but it can work as a first time S*. Get some good advice on HB building and optimize what you have.
