By having Power Running trigger YAC Attack, it decreases the necessary investment to make it viable. Since it improves Power Running, it makes sense to invest in Power Running if you're planning on using it. It could turn a useless SA into a viable one, and make power receivers or TEs an actual possibility in the game.

YAC attack does not stay active long enough to be worth it. No matter what skill you make it triggered by, it will most likely be finished before anyone touches you, even if the CB is draped all over you.
