I know the actual levels can't get any higher than 100, but if either First Step or Balance is maxed out on a WR with 98-100 Speed, will his effective Speed go above 100? Or does the program cap it off?

This is another thing that nobody knows for sure.
I think a good way to find out is to have a powerback with 100 power running and gold Goal Line Back(Power Through is an active ability and I think would skew the results) play in a cpu league one season then respec him without Goal Line Back then play in a CPU league again. I think we should see a noticeable difference in broken tackles if skills can go over 100.
