Is balance really only important for scat backs who have Catch in Stride or power backs, or is it at all useful for elusive backs outside of helping with the Spin roll? Does it all help in tackle prevention/avoidance or with making hard cuts?

Very important. Balance on all hbs needs to be 70 at least

You don't necessarily need 70, but balance helps you stay on your feet if you happen to break a tackle, and can help you maintain speed when breaking tackles. All HB's should have 50 minimum, an any additional balance you can get will greatly help you, however I could see an elusive making a case for not investing past 50 in exchange for speed, quickness, footwork, elusive runnings, or any of the other expensive skills an elusive might need.

It's extremely helpful on power backs. Of course it'd also be helpful for scat backs. I don't think it's as helpful on elusive, I've seen some extremely good elusive backs with crap tons of balance as well as low amounts. I've never had one on a team of mine though, so I can't really say as I haven't had watched them as extensively as others.

I had a speedy elusive back once that I tried to use Stiff Arm with to no effect... I kinda wish I didn't retire him after early frustration to see how it would have played out if I had jacked his balance up. I'd still like to make that work if it was possible.
