I have an LB and went with awareness and agility over speed and will have 90 pursuit, 80 break run, and around 30 speed. Would it be worthwhile to up his speed to around 45 with my cap boosters? (he's a run LB)

yes, 30 is extremely low. You ca typically do well with 50-60 speed, 45 may be okay. You really don't need to be faster than offensive positions though.
My 4.42 WR with 69 energy at the end of the play got caught from behind by a 4.97 LB with 47 energy at play end.

So you can maybe do alright with 45 sprinting. I would be very wary of having any less speed than that though as 45 is low.

Won't be possible this time around, but if I were to try to make him effective with around 50 speed, what should I am for with quickness and footwork?

What role is your LB playing? How often is he on the field? What formations generate most of his play calls? What about the supporting cast around him?

Well your LBs are on a team that's 20-4 and 5th in the Ladder. I'd start talking to your DC or post on your Team forum.
