So I was an "OK" OC in GLB and Im wanting to transition to doing OC here? But I have no clue where to begin. Looking for a tutor to let me ask them stupid questions

The best advice I can give is to pay for Stobie's tool. Second best advice is to try and do things that put a defense in some tough choices. So healthy mix of inside/outside runs, passes down the middle with passes deeper outside, etc.
Beyond that basic level of stuff, there are more qualified GLB OC's that you should be seeking advice from.

Offer help to rookie or sophmore teams. Be active and care little about winning. Figure it out and put the effort in until the third tier. Most of all be active. Active active active.

Pretty much this. I'm not a great OC - but I found the best way I've been improving is by doing D - by doing D I can see what works and doesn't work against my certain Ds and can run specific Os.

There needs to be something done so that OCs can choose that plays which don't have the TE as the primary receiver always send out the TE on routes instead of holding them back. It makes it much more difficult to use the routes which don't have the TE as the primary receiver.

yeah the "rattled" mech is kinda weak. the "dont hold back TE" setting in the tactics should overrule the rattled mechanic as a TE with no pass blocking isnt going to do much to assist a blitz lol, generally leads to more sacks anyway as there is better cov on the other receivers
to answer the OP, really not much an OC has to do for a pass team. running teams require alot more scouting and switching stuff up. passing teams basically just require spamming TE Post, TE drive, etc and a couple good short pass plays for short downs.
