Keep 4 vet leagues but put all the CPU owned and inactive owned teams there. Create CPU teams to fill the league. Spread the dead teams RIF, Goons, etc. Between the other 3 leagues.

Yeah. Dead teams meaning CPU owned and/or inactive owner? Or dead meaning teams like RIF that have an active owner but CPU players? I don't like the idea of putting those teams into a D (dead) league because it could lead to an owner deciding to go fishing for a trophy. It could happen if an inactive owner came back (or if the team had someone who could send offers) too, I guess.

I would say (in a case where a team is essentially being abandoned) - refund their 500 flex and take the team away. O
