Specifically why does he drop so many passes even when he's wide open?

65 should be your absolute minimum on Rec Hands. Also your COnditioning and Hands kind of stink... I'd try and get conditioning to 60ish, Toughness to 40ish, and heart to 40 or higher.

After that go ahead and work on getting your footwork and balance to at least 25. Then work the rest into quickness and speed.

Honestly, I think it's just something about the position. Look at 2 out of the 3 best TE's on the HOF rankings. They both drop a lot of passes.
My TE has CIT, hands and grip at 80. 60 conditioning.

You need more hands, CiT and rec grip.

The play you linked was more about the QB, even though he has On the Run fire the pass quality was still low due to the pressure which is why it was a bad throw that went high. Also, the QB's pass technique might be too low, it's not a very sexy stat so it lags behind in some builds, but neglecting it can lead to more drops. Adderfist is right about what to actually do with your TE, get rec hands and conditioning first, they are really low.

A tight end should have tons of hand stats. A tight end should use his size and hands to make catches moreso than his ability to get open.

Catching in traffic, for instance, doesn't mean you'll catch it wide open. You've gotta get all of the hands stats up for a TE to begin to not drop passes. Whereas a WR has more space to use speed and agility, therefore negating needing to work entirely on hands to get good catch opportunities.
