Can we create our team players today, at the end of this season,and be able to play other rookie teams after roll over?

You can create them anytime. Just make sure you uncheck the "experienced" box when creating.

If they play any games, they won't be able to join a rookie team next season until the team's level is more than or equal to the players.
And if you did want to create a player who is going to play some games this season, they would continue next season as Sophomores. But, if you want to do it this way, remember to leave the 'Experienced' box checked.

Or just don't sign them to teams. if you build players now don't sign them to teams tehy don't level just like if have a soph doesn't get a team you leave him unsigned it doesn't count towards his total as long as you don't play games

If a player doesnt play in teams is a fa over the season he can sign stuff with below him no penalty

What does the experienced box mean? Should I wait to make a player or can I do it now?

If you check the experienced box, the player will have the same experience as the other rookies that started this season, and you won't be able to sign him to a rookie team for next season.

The biggest issue with the "Experienced" box is that if you make a player and then retire him 10 seconds later (because you don't like how the build turned out), you get charged FLEX.
Keep that in mind if it matters to you.

Correct, you get your SP back as long as the player has not played in a game.
