Why will it not allow me to add players to my team that are not CPU?

Have you offered contracts to players directly? If it isn't letting you, that's a bug. If you haven't been out there recruiting, that's on you.
Your team needs to be all rookie players, with 0 games played. You can't sign anyone with any XP to your team, in a rookie league.

Also you need to have the Auto cut CPU box ticked on the roster page if you have a 43 man CPU roster without this you wont be able to sign new players
