So I see a play like this, and wonder if it's even possible to down a punt.

Yes. they have to be standing at it's landing point and not engaged in a block. Sometimes they can be engaged, and time it just right to break engagement when the ball hits them, and they'll down it.

Is there anyway to increase the awareness of the punt so that they will stand at the landing point?

That happened on the previous drive as well, although not placed on the 1 inch line. I wish you could have a defensive tactic version of the offensive section "Red Zone - All Downs".
