How long does an owner have to be away for a team to go inactive? And is there any way to tell when the last time they logged in was?

I usually click on one of the teams the owner has a player on. Go to the teams roster and move your cursor over the red or yellow bubble next to the agents name on the players list. The date of the last log in shows up.
EDIT: If the bobble is green, the agent is online.

They aren't. I had an owner go mia s1 and team was inactive but he logged into glb classic everyday.

You don't have to login over there. Just go to their profile page, above their picture and next to their name it will say "glb". Click on that and you will see the date of their last action.
