Give your KO specialist and Punter a low contract in order to give a new player at like the DT/CB/SS position a high contract to build their chem up faster?

That's not even a hard question.
The only reason it doesn't come up more often is that the difference in low and medium contracts on kickers isn't that much.

K/P salaries are pretty much nothing.
Punter really benefits from a high contract, though, that extra heart helps after the offense gets shut down.
